Neutral Testimony on HCR 5011, regarding Rolling Average Property Tax Calculations

KAC provided testimony as neutral on HCR 5011 to the House Committee on Taxation. This would place a measure on the ballot for voters to accept or reject calculating property tax according to what is lower -- fair market value or a rolling average of a legislative-approved number of years.
